What Do Educators Need to Know About ELs and Special Education?

Participants will examine factors that contribute to the disproportionate representation of English Learners in special education; review laws that govern ELs with disabilities and their implications; and the importance for ensuring that interventions are culturally and linguistically responsive. The presentation will identify the data that is required to complete a comprehensive multi-disciplinary evaluation. Finally, participants will review the essential components that must be addressed when writing a culturally and linguistically responsive IEP for ELs.


  • Describe the referral process framework
  • Identify ways to limit bias in special education referral, assessment, and eligibility determinations
  • List legislation that impacts ELs with special needs
  • Identify and collect meaningful data before making a referral for a multidisciplinary comprehensive evaluation
  • Describe how to develop a culturally and linguistically responsive IEP for ELs

Target Audience

School Psychologists, Special Education Teachers, Principals, Speech Language Therapists, Reading Specialists, ESL Teachers

Individuals attending this course must arrive on time and stay the duration of the course in order to receive Act 48 Professional Education hours. Requests for exceptions are to be brought to the attention of the individual´s Superintendent or IU Director prior to the course.
