Measurable Annual Goals

According to policy related to the PSSA-Modified, a student who is eligible to take the PSSA-Modified must have a standards aligned IEP. The standards aligned IEP must contain at least one measurable annual goal that is aligned with grade level standards for the subject area in which the student will be assessed (reading and/or mathematics). Eligibility and requirements for taking the PSSA-Modified in science is a little different. Information on science eligibility can be found on the document, Assigning Students with IEPs to State Tests (ASIST). There is a link to this document in section IV of the IEP.

It is important to remember that there is no requirement that every measurable annual goal be directly aligned to grade level standards, especially if that does not meet the individual needs of the student. Additionally, it is important to remember that the content of a grade level measurable annual goal can come from the grade level standards, assessment anchors, big ideas, concepts, or competencies – in whole or in part.

As with any measurable annual goal, the content must stem from the data that is included and described in the Present Levels of Academic Achievement and Functional Performance section of the student’s IEP, and must be measurable. Student progress toward reaching the measurable annual goal must be collected frequently so that any instructional adjustments can be made, if needed, in a timely manner.
